Number 10 North to move to First Street

The northern hub of Government, Number 10 North, is likely to move to First Street, according to the Manchester Evening News.

It is currently located at Heron House and was previously reported to move to the new Digital Campus in Ancoats once construction is finished in 2032. However, Permanent Secretary for the Cabinet, Sally Jameson, said in September that this was purely “media speculation”.

It is not the first Government department to move to First Street, with multiple departments being housed in First Street since the opening of the Government’s First Street Hub in 2025.

Number 10 North was created as part of the Prime Minister’s plan to move power outside Westminster and Whitehall, and it remains the centre of the plan to bring growth and power to every postcode across the UK, forming a core part of Andy Burnham’s Devolution Plan

The move to Heron House happened in July 2026 and was always intended to be temporary while the permanent location was decided.

Number 10 and the Government Property Agency refused to comment on the move when Place North West asked, but Downing Street said an announcement about the permanent location would be made soon.

The building on First Street opened in 2025, with the Government leasing out the £105m building in full. The Government hoped that the Department of Housing, Communities and Local Government, and the Department of Business and Trade would live in the building.

If and when Number 10 North moves to First Street, it will be accompanied by a campus of other businesses, including the HOME Cinema, PureGym, and Pizza Express.

Number 10 North will remain at Heron House for now, with an official announcement of its move expected soon.≥
